Punjab Sets Strict Safety Rules for Basant 2027 Kite Flying

The Government of Punjab has announced new regulations for kite flying ahead of the Basant festival next year, with full implementation required by December 30.

The updated rules aim to improve public safety while allowing controlled celebrations of the traditional festival.

Key safety measures

  • Kite flying is allowed only on structurally safe rooftops
  • Boundary walls must be at least 3.5 feet high
  • Overcrowding on rooftops is strictly prohibited
  • Children must remain under constant adult supervision
  • Access to rooftop edges without supervision is banned

Authorities have also prohibited risky behavior such as running, jumping, hanging from edges, and aggressive kite retrieval.

Noise and public disturbance restrictions

The government has banned:

  • Loud music and DJ systems
  • Noise-generating devices
  • Any activity causing disturbance to neighbors

Violations will be treated as punishable offences under the law.

Emergency preparedness mandatory

All locations must have first aid kits readily available. In case of emergencies, citizens are advised to contact Rescue 1122 immediately.

Strict accountability

Building owners and event organizers will be held jointly responsible for any accidents or violations. Authorities have warned of strict legal action against those who fail to comply.

Punjab Chief Minister Maryam Nawaz Sharif stressed that public safety, especially that of children, remains the top priority and that no one will be allowed to risk lives during celebrations.

She also directed deputy commissioners and police officials across districts to ensure full enforcement of the rules.

The chief minister appreciated citizens for following safety measures during Basant 2026 and expressed confidence that similar compliance will continue in 2027.

She urged the public to celebrate responsibly, assuring that the government supports safe and enjoyable festivities.
