Punjab to Make Biometric Verification Mandatory for Property Documents

The Punjab government has decided to make biometric verification mandatory for obtaining and registering property documents, in a move aimed at tightening checks on property transactions.

For this purpose, the Registration Act 2026 has been sent to the Punjab governor for final approval. The bill was passed by the Punjab Assembly on Thursday through a majority vote and will become law once cleared by the governor.

Under the proposed changes, the government will amend the Registration Act, 1908 to formally add a biometric verification requirement to the legal framework governing property registration.

According to the text of the bill, biometric verification will be compulsory for properties as well as other items for which registration is legally required.

The proposed law also gives the Punjab Land Records Authority a central role in the new system. It will be responsible for developing an electronic record system to support the verification and registration process.
