CDA Set to Outsource Garbage Collection in Islamabad

The Capital Development Authority (CDA) has once again moved to outsource cleanliness and garbage collection services in Islamabad after canceling tenders for the same project several times over the past one-and-a-half years.

According to sources, three joint ventures have submitted bids for the multibillion-rupee project, which covers both urban and rural areas of the federal capital. The technical bids are currently being evaluated, after which CDA will open the financial bids.

This is the fourth time CDA has invited tenders for the project during the last 18 months. The previous tenders were canceled at different stages.

Sources said the joint venture of NJC, MMC and Imperial Venture, along with the joint venture of Atlas Pak Waste Management Company and Associated Company, is competing for Package I. The same two joint ventures, along with another JV comprising SA Enterprises, Three Brothers Construction and Nazir Luk and Co., are in the race for Package II.

CDA has divided Islamabad into two packages for the project. Zone I, Zone II and Zone III fall under Package I, while Zone IV and Zone V are included in Package II.

The successful bidders will be responsible for cleanliness work across Islamabad, including door-to-door garbage collection and shifting waste to the Losar landfill site in Rawalpindi. The companies have been asked to submit bids on a per-ton basis, as payments will be made according to the volume of waste collected.

Sources said CDA is expected to spend around Rs. 4 billion per year on both contracts. The agreements will be awarded for a period of four years.
