Pakistan Spent Just 0.8% of GDP on Health in FY 2025-26

Pakistan’s total public health expenditure stood at just 0.8 percent of GDP in FY 2025-26, according to the Pakistan Economic Survey 2025-26, highlighting the limited fiscal space allocated to the sector despite repeated commitments to universal health coverage.

The survey says overall public health spending during FY 2025 amounted to Rs. 942.2 billion, compared to Rs. 924.9 billion in the previous year. While that reflects a nominal increase, the share of health spending in the overall economy remained low at 0.8 percent of GDP.

The government said it remains committed to universal health coverage and aims to meet the health-related target under the Agenda 2030 Sustainable Development Goals. However, the latest figures show that public spending on health is still far below the level many experts consider necessary to improve access, infrastructure, and service delivery at scale.

The survey also notes that Rs. 19,375.8 million has been allocated to health sector projects under the Public Sector Development Program for FY 2025-26. These funds are expected to support ongoing and new development initiatives in the sector.
