Employees at more than 50 federal institutions are receiving additional allowances exceeding 100 percent of their basic salaries, resulting in total compensation packages that can be two to three times higher than those offered to officials of the same grade in regular government ministries.
According to government sources, the beneficiaries include employees of the Presidency, Prime Minister’s Office, National Assembly Secretariat, Senate Secretariat, superior courts, National Accountability Bureau, intelligence agencies, tax authorities, and various tribunals and special courts. Several autonomous bodies, police organizations, and specialized education, health, and rehabilitation institutions also offer enhanced salary packages.
Officials familiar with the pay structure said successive governments introduced special allowances to retain skilled employees, reward performance, and meet operational requirements.
However, these measures have created multiple compensation systems within the federal bureaucracy, widening disparities between employees holding the same grade in different institutions.
Critics argue that the growing gap has undermined the principle of a uniform civil service pay structure, with some bureaucrats describing the situation as a “government within a government.”
The federal government previously introduced the Disparity Reduction Allowance for employees of the Federal Secretariat receiving regular salaries, but many civil servants outside the Secretariat remain excluded from the benefit.
