The Punjab government has proposed changes to driving license rules that would allow hearing-impaired people to obtain licenses under specific conditions.
The Provincial Motor Vehicles Bill 2025 has been presented in the Punjab Assembly to make the licensing process easier, safer, and more accessible for special persons.
Under the proposed amendments, people with hearing loss of up to 40 decibels would be eligible for a driving license if they use a hearing aid. Those with hearing loss of more than 40 decibels would be required to use government-approved assistive technology.
The bill also proposes that the driving test for a hearing-impaired applicant should be conducted in the presence of an examiner or interpreter.
In another major relief, the bill recommends removing issuance and renewal fees for driving licenses for hearing-impaired people.
The proposed law also suggests that vehicles driven by hearing-impaired motorists must carry a special identification sticker. However, they would not be allowed to obtain licenses for driving emergency vehicles.
The bill further proposes adding hearing-impaired people to the legal definition of disability.
The proposed changes are aimed at providing safe and equal opportunities to people with disabilities while making Punjab’s driving license system more accessible.
