CDA Warns to Demolish Another Housing Society Over Alleged Illegal Plot Sales

The Capital Development Authority (CDA) has issued a show-cause notice to Blue Enclave, a private housing scheme located on Tumair Link Road in Islamabad’s Zone IV, over alleged development and plot sale activities carried out without obtaining mandatory approvals.

According to the notice issued by CDA’s Directorate of Housing Societies, the scheme allegedly undertook development works, marketing campaigns, and the sale and transfer of plots without securing an approved layout plan and a no-objection certificate, both of which are required under the CDA Ordinance 1960 and Islamabad Capital Territory zoning regulations.

The authority has directed Blue Enclave to immediately stop all development activities, marketing efforts, sale and purchase transactions, and allotment or transfer of plots. It has also ordered the removal of allegedly unauthorized structures and directed the management to cease use of the land within seven days.

CDA warned that failure to comply could lead to legal action, including demolition of structures, sealing of scheme and site offices, and enforcement measures with the assistance of police and district administration. The authority said costs incurred during enforcement operations would be recovered from those responsible for the alleged violations.

The notice also cited judgments of the Islamabad High Court and the Supreme Court, reiterating that development carried out in violation of planning and zoning laws is unlawful and subject to demolition.

CDA maintained that it remains the sole regulator responsible for approving and overseeing private housing schemes in the federal capital.

Blue Enclave has been given seven days to submit a written explanation and has been offered an opportunity for a personal hearing before the Director Regional Planning.

Copies of the notice have also been shared with various federal and local authorities to facilitate coordinated action and prevent unauthorized development in Islamabad.
