The Capital Development Authority (CDA) has issued a show-cause notice to Green Homes Housing Scheme over alleged illegal development in Zone-IV of Islamabad, directing its sponsors to immediately stop all development activities and suspend the sale and transfer of plots.
The notice was issued by the Directorate of Housing Societies under the CDA’s Planning Wing.
The authority warned that failure to comply within the stipulated period would result in strict legal action, including the demolition of illegal structures, sealing of the scheme’s offices and site, and enforcement through police assistance. It added that all demolition and enforcement costs would be recovered from those responsible for the violations.
According to the notice, the housing scheme carried out development work without obtaining the mandatory Layout Plan (LOP) approval and No Objection Certificate (NOC) from the CDA. The authority reiterated that no private housing scheme can be launched or developed within the Islamabad Capital Territory without prior approval from the regulator.
The CDA ordered the management of Green Homes Housing Scheme to immediately halt all construction activities, marketing campaigns, plot sales, allotments, and transfers. It also directed the sponsors to remove or demolish all illegal structures and discontinue the use of land developed in violation of applicable laws within seven days.
The notice referred to judgments of the Islamabad High Court and the Supreme Court of Pakistan, reaffirming that the CDA is the sole regulatory authority for private housing schemes in Islamabad. It emphasized that no other institution or local body has the authority to grant approvals that conflict with the CDA Ordinance, 1960, and relevant zoning regulations.
The CDA has also given the sponsors of Green Homes Housing Scheme seven days to submit a written reply and appear for a personal hearing. The notice stated that failure to respond would lead to ex-parte proceedings, and no further opportunity would be provided.
Copies of the notice have been sent to several government departments, including the Islamabad administration, police, the Registrar Cooperative Societies, IESCO, SNGPL, and the Press Information Department, seeking coordinated action to ensure compliance with the law and prevent unauthorized housing developments in the federal capital.
