Punjab Introduces New Requirement for Vehicle Registration

The Punjab Excise and Taxation Department has ordered that every new vehicle purchased in the province must be registered in Punjab before delivery to the buyer.

DG Excise Umar Sher Chatha issued the directive during a meeting with car manufacturers and motor branch directors, and asked officials to begin immediate implementation.

He told motor branch officers and manufacturers to ensure that no vehicle is handed over to an owner until registration is complete.

Under the new arrangement, car manufacturers will provide lists of their authorised dealers to the relevant motor branches.

The department will then issue Dealer Vehicle Registration System, or DVRS, licences to the dealers promptly.

Chatha said that a vehicle purchased on a Punjab CNIC will be registered by the concerned dealer and handed over only after the process is completed. He added that the issuance of DVRS licences will begin as soon as the dealer lists are received.

According to the DG Excise, 102 dealers across Punjab, including Lahore, already hold DVRS licences and are offering vehicle registration services.

He also said dealers currently charge a service fee of Rs2,000 per vehicle registration, while a slight increase in the fee is under consideration to make the system more transparent and effective.

The department has directed all relevant institutions to ensure immediate compliance with the new instructions.
