IT Ministry Makes Another Attempt to Lead Pakistan’s Digital Economy

The Ministry of Information Technology and Telecommunication (MoITT) has initiated plans to develop a 10-year digital transformation roadmap aimed at modernizing Pakistan’s digital governance and preparing the ministry to lead the country’s evolving digital economy.

According to the proposed Terms of Reference, the roadmap will be developed as part of a broader restructuring exercise and implemented in three phases: short term (0 to 2 years), medium term (3 to 5 years), and long term (6 to 10 years).

The plan will set measurable milestones, implementation timelines, resource requirements, and stakeholder engagement strategies while ensuring compliance with government administrative and fiscal frameworks.

The restructuring plan will review MoITT’s institutional structure, departmental responsibilities, staffing models, governance mechanisms, and coordination with affiliated organizations. It will also seek to eliminate overlapping functions and strengthen collaboration between federal and provincial institutions responsible for digital governance.

As part of the reforms, consultants will recommend amendments to the Rules of Business 1973 and propose a future organizational framework for the ministry. The roadmap will also cover key policy areas, including telecommunications, cybersecurity, cloud adoption, artificial intelligence governance, startup ecosystem development, and digital platform regulation.

The assignment will further include financial estimates for implementing the reforms, a risk and change management strategy, and capacity-building initiatives to prepare ministry personnel for the transition.

The final roadmap will identify the approvals required from the Cabinet Division, Establishment Division, and Finance Division, providing a structured framework for implementing institutional reforms designed to strengthen Pakistan’s digital governance over the next decade.
