ISLAMABAD: A parliamentary committee expressed concerns on Tuesday over the Capital Development Authority’s (CDA) inability to take action against those running commercial and apartment buildings without obtaining completion certificates.
As per the details, these certificates ensure that a building adheres to safety standards, layout plans, and structural stability. Most high-rise commercial and apartment buildings in Islamabad have been operating without such certificates.
The standing committee on interior, led by MNA Ahmed Hussain Deharr, discussed the issue raised in a calling attention notice by PTI’s MNA Asiya Azeem. The issue was first brought up in parliament in November 2022, and the matter was referred to the committee.
The meeting revealed that developers in apartment buildings were approving the transfer of apartments instead of the CDA, which was a violation of the law.
It was shared that the committee directed the CDA to frame new regulations and regulatory frameworks within a month. Currently, the CDA only imposes fines on commercial buildings operating without completion certificates.
Furthermore, the CDA officials disclosed that they had auctioned 30 plots in urban areas where apartment buildings were built without completion certificates.
However, there are numerous apartment buildings in rural areas, such as Bhara Kahu, Tramri, Lehtrar Road, Khanna Pul, and Tarnol, that operate without approved layout plans. The CDA and MCI only focus on urban areas and plots allotted by the CDA.

CDA is not innocent. They are the ones who have turned this beautiful city into a slum. They create ways for the public to begin violations. Try and put a fruit vendor cart on any road and some clown of CDA will appear to get CDA’s daily rent for it. This city won’t improve, till the plots allotted by CDA to CDA employees along the natural water courses in Islamabad, against the master plan are retrieved and a new law is enacted in which, for any wrong happenings, the relevant CDA office holder is terminated without any pension or benefits

That all happens through bribery and will continue unless clearly identify the people/officials involved. Punish all such people to clean out the Cda systems. Identify them and punish them.
CDA is mad elephant , in a month named Operation in news papers that operation against cart holder and CDA authorise illegal vendor done that is warning to illegal vendors to pay bribe monthly . Islamabad is filth depo with the help of CDA.
