ISLAMABAD: About 1,100 houses intended for employees of several federal ministries and divisions have been inhabited by Capital Development Authority (CDA) officials.
The Islamabad High Court (IHC) has requested information on the officers residing in government housing overseen by the Estate Office since those employed by the municipal agency are eligible for housing allocation on the CDA’s pool.
In response to a petition filed by Director General (DG) Interior Ministry Ali Nawaz Malik seeking possession of a house allotted to him by the Estate Office, Joint Secretary of the Ministry of Housing and Works Mohammad Ashfaq Ghumman informed the IHC that there are 2,400 government accommodations at the agency’s disposal.
Ghumman informed the court that the residences in the Estate Office’s pool had been occupied by federal public officials according to the general waiting list (GWL).
The petitioner testified in court that the Estate Office had given him a house in November of last year and had also issued an order for the eviction of the resident named Engineer Syed Mohammad Hassan, a deputy director of the CDA.
According to the case’s background, Hassan was given a house in G-6/4 on March 1, 2016, after receiving assurances from the CDA that a house of the same category would be added to the Estate Office’s pool and that the latter would cancel the allotment of Deputy Secretary of the National Assembly Muhammad Yaseen Saleemi.
As he was “not authorized to utilize such a property,” as Justice Mohsin Akhtar Kayani ruled that the allocation was unlawful and ordered Mr. Saleemi to turn over custody of the property to the Estate Office.
Before Justice Kayani, Malik’s attorney, Advocate Shahid Kamal, contended that the CDA official still had ownership of the residence.
He said that because the CDA was an independent organization and its employees were not government workers, they were not eligible to receive housing from the Estate Office pool.
He asked Justice Kayani to give instructions on how to carry out the prior ruling against the house’s unauthorized occupier.
However, the court requested a detailed list of the officials residing in Estate Office residences and adjourned the hearing until February 20.

Court shall also quickly dispose off this case. If ter hearings are st with the gap of month the case will be resolved in decade.
One can write a book on irregularities committed by CDA. The CDA Chairman, a retired Captain should be summoned to the court and taken to task.
IHC honorable bench should do like this or do like that… Instead of giving ur intelligent decisions. Kindly quote something transparent in that dialogue box…
1. CDA lawyer contended that they still got the ownership.
2. Check ownership approval dates & hence expiry of the ownership…
3. If land is in long term ownership closure then divide some of the ownership to estate office…
4. If the ownership time period is near to expire then it will be a problem 4 CDA.
5. Last but not least let honourable bench of IHC decide after seeing the ownership closures.
