CDA Management Removes Senior Officers of Planning Wing Allegedly Due to Differences of Opinion

ISLAMABAD: The Capital Development Authority (CDA) has removed several senior officers from their positions in the planning wing.

According to the details, the officers were removed in a derogatory manner, allegedly due to their differences of opinion with the higher-ups.

The administration wing issued a composite posting and transfer order on Friday, which removed Zafar Iqbal Zafar, a grade 19 officer of the planning cadre, from the post of Deputy Director General Planning.

As per the details, he was then posted to the lowest post of Director Training Academy, a non-functional institution within the CDA.

Another grade-18 officer, Malik Toqeer Nawaz, was removed as Director Urban Planning and posted as project director of underdeveloped sector C-16, a post that is usually occupied by engineers.

It was also disclosed that the management wanted to post Touqeer Nawaz as a deputy director to demote him, but after the intervention of a top bureaucrat from the Prime Minister’s Office, Nawaz was posted outside the planning wing as a project director for his face-saving.

In addition, Director Regional Planning Faraz Malik and Deputy Director Regional Planning Abdul Haq Barohi were also removed from their positions. Malik was posted as Director Traffic Engineering, while Barohi was directed to report to the Human Resource Directorate.

Deputy Director Ijaz ul Hassan was posted as Director Regional Planning, while another Deputy Director Kiran Saeed was posted as Director Urban Planning.

Sources have suggested that Arshad Chohan, a grade-18 officer of the planning cadre currently working as Director Housing Societies, may be given the additional charge of the post of Deputy Director General.

This is not the first time that senior officers have been removed unceremoniously from their positions under the current management. Recently, Deputy Director General of the Environment Wing Irfan Niazi was not only suspended but directed to remain available at CDA nursery.

When contacted, Assistant Director Public Relations CDA Kamran Qureshi maintained that the posting and transfers are a routine matter. He stated that such orders are issued to place the right man on the right job and to enhance efficiency and performance.
