The Capital Development Authority (CDA) has recently highlighted a concerning issue regarding the marketing and sale of unauthorized housing and agro-farming schemes in Islamabad.
Without the necessary approval or No Objection Certificate (NOC) from the CDA, these illegal schemes are causing alarm among authorities, who are now looking to take swift action to protect the city’s residents and maintain the integrity of its planned development.
The CDA, whose role is to regulate and supervise urban development in the capital city, has unearthed several unauthorized projects enticing unsuspecting buyers with attractive deals.
The need for appropriate approval for these initiatives indicates non-compliance with the city’s planning and development regulations, thereby exposing potential investors and residents to considerable risks.
The promotion and sale of plots within these unauthorized housing schemes in prime locations in Islamabad present a significant threat to the city’s urban planning and development.
Without appropriate authorizations from the CDA, these schemes lack crucial infrastructure, basic facilities, and safety standards compliance, thereby placing potential buyers’ lives and investments at risk.
In light of these concerns, the CDA has issued a strong public warning, encouraging the public to be extremely cautious when investing in any housing or agro-farming schemes in Islamabad.
Potential buyers are advised to check the validity of the projects they are interested in and confirm that the sponsors have obtained all necessary approvals and NOCs from the CDA.
Awareness of these illegal housing societies is crucial for anyone planning to invest in Islamabad’s real estate market.

Probabaly the role of CDA is extra judicial .
Societies should never be allowed to open sales until all regulatory requirements are met. But that can never happen because CDA intentionally let that happen to the point where people have no choice but to pay huge amount to CDA to save their investments.
The CDA has been publishing list since 2005 or so but no action against any one if i m not wrong.
There are over 100 illegal societies right under the nose of CDA. Majority of them have either been owned by CDA or existed in partnership with them. What one can expect from those who are littered with corruption. A dilemma for capital of this country.
Many know that CDA is much honest in getting kickbacks and honestly distributing among themselves from a petty worker to the highest echelon. Apart from that each road-sides, footpaths have been encroached by shopkeepers or vendors who pay it’s cost on monthly basis to CDA without fail. This cost in billions that end up with CDA. What I know is known to all but none is ready to act against with heavy hands.

Societies should not be permitted to commence sales until they have fulfilled all regulatory prerequisites. Unfortunately, this ideal scenario often remains unattainable due to instances where the Capital Development Authority (CDA) deliberately allows such practices to occur. This situation reaches a point where individuals are left with no alternative but to make substantial payments to the CDA in order to safeguard their investments.
