CDA Under Fire for Fraudulent Record-Keeping in Underdeveloped Sectors

ISLAMABAD: The Capital Development Authority (CDA) is facing allegations of major fraud and tampering in the records of three underdeveloped sectors, namely D-13, C-13, and E-13.

The Member Estate of the CDA has requested the formation of a high-level committee to investigate the matter.

According to the details, Member Estate Afnan Alam Khan has written to the Member Administration seeking the formation of the committee.

Reports suggest that there is alleged tampering and many bogus entries in the Naqsha-III, the record of land, which has been stolen from the revenue office of the CDA.

After the matter was reported to the member, a fact-finding inquiry was launched, and it was discovered that the record had been stolen. However, the Naqsha-III was later found. It has been alleged that the record carries many bogus entries and has been tampered with.

In a letter shared with Dawn, the Member Estate stated that there was a strong possibility that the signatories and the produced record may have been tampered with.

The letter requests the formation of a committee to examine the produced record, which should include representatives from DC, CDA, ICT, the Directorate of Security, and allied offices. However, officials who are themselves signatories over the produced record are not to be nominated.

Additionally, the member estate has also pleaded that a separate formal inquiry should be launched to identify officers and officials engaged in the theft/misplacement of the revenue record of the said three sectors.

In another development, the member estate has referred 12 cases of alleged fraudulent files to CDA’s newly formed Accountability Board for inquiry.

It is pertinent to note that eight of the files are from D-13, and four are from E-13. These files were caught red-handed a couple of months ago at One Window Operation, hours before their fraudulent transfer.

Furthermore, the chairman of CDA Noorul Amin Mengal was informed of the matter in February. The allegations of fraud and tampering in the records of underdeveloped sectors have raised serious concerns about the authenticity and veracity of revenue records.
