KP P&D Faces Challenges in Preparing Developmental Program

PESHAWAR: The Khyber Pakhtunkhwa Planning and Development (P&D) department is encountering administrative hurdles in preparing for its Annual Developmental Program (ADP).

According to sources, the changes made to the approved ADP within a week have resulted in a lack of progress in the program’s implementation.

To address this issue, the P&D has issued guidelines for a four-month developmental program, presenting four proposed scenarios with budgets of 30 billion PKR, 70 billion PKR, 100 billion PKR, and 130 billion PKR.

Initially, the P&D instructed administrative departments to propose a self-financed ADP worth 30 billion PKR.

After receiving submissions from each department, a meeting was held last Monday to review the programs.

However, three days ago, the P&D ordered the preparation of a full-year developmental program, with a focus on a 130 billion PKR budget. Departments were directed to align their programs accordingly.

Surprisingly, yesterday, the P&D shifted its emphasis to a program worth 70 billion PKR and called for a meeting on Monday to discuss this change.

As a result, departments are now required to prepare three separate programs, leaving uncertainty regarding the finalization of the developmental program.

The fluctuating administrative decisions and uncertainties surrounding the developmental program have raised concerns among stakeholders who are eagerly awaiting a definitive plan from the P&D.
