SHC Rebukes DHA and CBC for Poor Development Planning

KARACHI: The Sindh High Court has noted that the relevant authorities did not adequately plan the development of the Clifton and Defence Housing Authority (DHA) neighborhoods.

The two-member SHC bench headed by Justice Syed Hassan Azhar Rizvi heard the petition alleging urban flooding in the DHA and Cantonment Board Clifton regions during the heavy rainfall in August.

The bench stated that while there are cities along the coasts in other countries, only Karachi has a clear lack of planning.

The bench made these comments as it heard two petitions that were filed after flooding in DHA and Clifton during and after the monsoon rains.

The bench instructed the petitioners’ suggested experts to attend a meeting with DHA and CBC and report the minutes of the meeting at the next hearing.

Additionally, the petitioners asked for a forensic audit of the CBC and DHA finances as well as the creation of a commission to oversee sanitation projects.

According to the DHA’s attorney, a new line is being installed to release rainfall into the sea. The court pointed out that there is a possibility that individuals will connect their sewage lines to this discharge water pipe.
