SRF Pakistan: Digitizing the Humanitarian Work in Pakistan

immaplogoDigitization and centralization of data — of any kind at any level — has not only helped the communities to harness the prosperity but has streamlined various functions of the society.

Pakistan is country with notable deficiency of data digitization, leaving the businesses, non-profits and individuals to rely on conventional co-ordination and reporting methods that ultimately pose serious compromises over the throughput.

There are countless aiding agencies, national and international non-government organizations (NGOs) and charity organizations operating throughout the length and breadth of Pakistan, working in-line with their specialized areas. Their functions become specifically crucial during the natural disasters — such as earthquakes and floods.

Without proper co-ordination and information sharing, such organizations had faced hurdles in not only the humanitarian work but also in streamlining their resources, which impacted the resource allocation and ultimately the desired results.

To overcome this problem of synchronization of information amongst the humanitarian community after the floods of 2010, National Disaster Management Authority (NDMA) asked for USAID assistance to strengthen its Information Management and humanitarian reporting capacity. iMMAP an international NGO who has been serving the IM needs of the most vulnerable throughout the world; was asked to undertake this initiative by building IM tools and building the capacity of thousands of humanitarian community workers at both national and sub-national level.

This effort continued throughout 2011 to bring sustainability to IM efforts for keeping a good record of the entire humanitarian work with-in the country and to make the data available to the humanitarian community and general public alike to increase awareness and bring transparency to the aid and humanitarian assistance process.

Single Reporting Format, also known as SRF Pakistan (www.srfpakistan.pk), is one of the IM tools developed by iMMAP Pakistan which offers information about all the humanitarian community operating in Pakistan. Despite the fact that NDMA stopped utilizing SRF for reporting during 2012 and all the other odds and reservations again such reporting tool over the past year; SRF still remains the only most comprehensive and online platform available for public both public scrutiny and benefit.

This information gathering and presentation not only helps the response communities in finding the gaps at the community level but also provides a resource base for donors, project managers, implementing partners and the government counterparts equally to have sound judgment and decisions on emergencies and other development related realms.

This platform also provides access to the government agencies, media and general public to monitor the activities of the organizations in a transparent manner and helps in making management accountable of projects and programs on regular bases.

SRF reduces overlapping of activities, ensures efficient use of resources, affective aid distribution and highlights the overall achievements of the organizations at different intervention levels.

It’s important that the new government and the Economic Affairs Division must give attention to this subject and revive the use of such reporting tool on which thousands of humanitarian works are already trained with a huge support from a donor agency.

It will be extremely difficult and equally painful to re-invent the wheel without any accountability of the past efforts and resource spent.
