Pakistan Telecommunication Authority, after evaluating technical and financial bids, has hired “Value Partners Management Consulting Limited” for consultancy services during upcoming auction of next generation 3G/4G licenses.
PTA said that out of seven firms that submitted bids, VPMC was selected for best technical and financial feasibility.
VPMC, with its head office in Milan, Italy, has presence in seven countries across Europe, Asia and South America. Pakistan’s spectrum auction will be overseen by company’s Singapore Office.
After selection of consultant in due time, PTA has achieved one phase of its target of meeting the deadlines for auctioning 3G licenses.
Hired consultant will now prepare the Information Memorandum for auction of next generation licenses. It is said that preparation of IM may take from 30-45 days.
After finalization of IM – around mid-January – it will be floated into the market for telecom operators to get themselves prepared for the 3G auction.
Expected date for auction of 3G licenses is around last week of February 2014.

Consultant for Spectrum Auction Finalized
Islamabad: Pakistan Telecommunication Authority (PTA) has completed the evaluation process for the selection of a consultant of international repute for the auction of next generation mobile services under the policy directive of the Ministry of Information Technology & Telecom (MoIT&T).
After a detailed review of the financial bids, opened on November 23, 2013 in the presence of all five bidders who qualified during the evaluation of technical bids, Value Partner Management Consulting Limited was declared successful.
The successful firm is a Consortium Consultant of USA, UK, Singapore and Spain.
After the completion of further formalities the successful Consultant is expected to be invited to formally sign a contract soon. With the appointment of consultant, a major step in the auction of spectrum would be completed.
It will help in timely finalization of important aspects of the upcoming auction such as Information Memorandum (IM) for intended bidders, method of auction and the base price.
It may be mentioned that for the hiring of consultant PTA advertised in national and international newspapers in response to which it received bids from seven world-renowned consultants till the last date of November 12, 2013.
PTA Committees formed to evaluate the proposals diligently evaluated technical and financial bids and finalized the consultant well in time and in accordance with PPRA rules.
The report of the process for the hiring of consultant of Spectrum Auction is also being made available on PTA website www.pta.gov.pk.

To use the 3g/LTE services on your computer, either you will need to connect a 3g/lte enabled phone to your machine OR you can just buy a dongle and put a sim and good to go.
I have lots (dongles/routers) here in Saudi. Huawei and bandluxe are the more common ones. Bandluxe http://www.bandrich.com/ ones are the best though. Normally the telcos will sell them as part of packages as well. Just like ptcl evo.

The license is not technology restricted so if the comapnies want , they can either offer or 3g , or LTE etc
