CDA Ordered Not to Extend Its Contract With Monal Restaurant

The Capital Development Authority (CDA) has decided not to extend the contract with Monal Restaurant at Damn-e-Koh and said that 2021 contract should be auctioned in an open bid.

The instructions were given by the sub-committee of the Public Accounts Committee (PAC), a committee which examines the expenditures, administration, delegated legislation, public petitions and policies of the Ministry concerned and its associated public bodies.

The meeting was held at the Parliament House, Islamabad under the convenorship of Mian Abdul Mannan, a member of the National Assembly (MNA).

While discussing the issue, a committee member implied that CDA illegally handed over the land to Monal Resturant which resulted in a major loss of millions of rupees to the national exchequer.

CDA was ordered to present a report within 14 days. Alongside that, the committee suggested asking the Federal Investigative Agency (FIA) to reinvestigate this Monal Restaurant issue.

Back in 2007, CDA violated the rules by handing over land that came under the Margalla hills national park to Monal Restaurant and rented it out for Rs 260,000 per month instead of the initially proposed rent of Rs 800,000 per month.

It was also told that the land was handed over without being advertised in the newspapers.

“But the bids for EoI were taken from three parties changed into two to facilitate the agreement with the third party,” the audit officials told the subcommittee of the PAC.

The CDA official assumed that the land that was handed over was provided under public welfare and was investigated by the FIA which cleared out the matter after the investigation.

  • Monal is pretty expensive, I assumed that such a location is going to have a high rent and thus the high prices. Rs 260,000? Restaurants pay more rent in Gulberg in Lahore with only 10% of the seating capacity

    • Have you seen the place before Monal? Doubt anyone would have taken it for 250k at that time. Monal probably spent a huge amount just making the place what it is now!
