I don’t think they need MBs. They need more minutes (especially off-net) to talk to their loved ones
MBs can be used to connect WhatsApp and Viber like services.
It’s not a emergency situation right now and the network is fine. Direct SMS and Calls will work fine. Moreover, 3G/4G is not present in many earthquake affected areas and you also have to see that several people don’t own smartphones or know how to enable internet services on them.
