New Islamabad Airport to Get its Own Bus Service for Rs. 18 Billion

National Highway Authority gave formal approval for hiring of consultants for design of necessary infrastructure for Islamabad Metro Bus Project.

Islamabad Metro Bus project envisaged extending the existing route from Peshawar Mor to New Islamabad International Airport (NIIP) with an estimated cost of Rs 18 billion, said NHA spokesperson.

Last week Prime Minister Nawaz Sharif directed Chairman NHA for immediate construction of Islamabad Metro Bus link from Peshawar Mor to Islamabad’s new Airport.

The bus service will be inaugurated by the Prime Minister on August 14, 2017 along with the inauguration of New Islamabad Airport.

The Executive Board of NHA met with Chairman Shahid Ashraf Tarar in the chair where formal approval for hiring of consultants for design of necessary infrastructure for Islamabad Metro Bus Project was granted.

The Chairman informed the meeting that the project was initiated under the special directives of the Prime Minister to facilitate masses by providing a fast and easy link with the new Air Port. NHA was entrusted the task to build the necessary infrastructure for it.

He said the project length was 25.6 km and it was divided into two packages: Peshawar Mor to G-13 and from G-13 to N-5 interchange. Chairman NHA said that project will cost around Rs 18 billion and will include construction of 4 interchanges and 14 stopovers (stations) as part of the project.

The spokesperson said that bids have been invited from interested parties by January 31. The design, contract awarding and other arrangements would be finalized by mid February and by the end of February construction work would be stared.

The Executive Board also approved PC-1 for widening and up gradation of Chitral-Durrah Pass, Chitral – Bhamborat, Harnai – Sanjavi (Balochistan) and Kuchlak Bypass (Balochistan) projects. NHA official said that USAID has committed to finance the Kuchlak bypass project.

Chitral – Durrah project would cost around Rs. 8.6 billion. The 83 km road is divided into two packages and included construction of 13 major and 134 minor bridges. Whereas, 48 km long Chitral – Bhamborat road would around Rs 4.1 billion with construction of 8 major bridges as part of it.
The Executive Board also recommended these projects for approval of Central Development Working Party (CDWP) and Executive Committee of National Economic Council (ECNEC).

Still Federal Govt gave funds to launch Metro Project in Karachi and new Mass Transit is coming soon in all 4 major cities of each province.       • Federal Govt. earns *much* (edited) of its total tax from Karachi alone. But it spends most of its money on Lahore based projects. It is easy to call someone racist but hard to solve the root cause problem. Pakistanis have always chosen the easy way out.

        • Can you please share where you got this ‘Federal Government earns 80% of total tax from Karachi’ statistic. Please stop believing BS you’ve been fed all your life. Karachi gives a substantial amount of tax, yes. But it’s not even close to the figure you’re quoting.

          • These numbers were quoted some while back in one of senate discussions. But considering the case of PM ‘siyasi’ speech in Parliament, these numbers could also be ‘siyasi’ bayan of some politician.

            But point remains the same. Karachi contribution is highest and yet it receives very little in return. in comparison, federal govt facilitates punjab lot more. Consider case of 20 billion exemptions given to Punjab for orange line. Reported in DAWN as well as ProPakistani. These problems exist and so does the grievances in deprived areas of Pakistan. Denying existence of these problem will not make them go away.

          City development is not in the domain of the federal govt but provincial govt. Please ask the Sindh Govt to perform.

Federal, who made motorways in rest of Punjab? and after 25 years of that Karachi Motorway is announced though Karachi is the financial hub and port city. can’t you see that? from where Shaukeen Sharif is getting all that money to spend on these shahska of metro trains etc? putt off the glasses of prejudice then everything will be crystal clear.

          • I guess you did not read my comment properly. I already gave reference of 20 billion rupees tax exemption given to orange line project that is lahore project. This 20 billion would have come in federal deposit and would have been fairly distributed among 4 provinces. Google for DAWN news article or Propakistani old post for detail arguments on this.

            • the same exemptions that will be given to Metro bus in Peshawar and Karachi circular train, once the respective provinces apply, as per the ECC.

              • Exemptions should not be given to anyone because the amounts involved are not proportionate in each case. Two wrongs do NOT make it right.

                • Calling a tax exemption wrong is an opinion not a fact.

                  Not going to be on bandwagon of hating giving a tax exemption to a project made for the poor. It was a good decision and other provinces should also get the same exemption for projects for the poor.

                    I am not against tax exemptions in general but tax exemptions by federal govt to provinces as they are resulting in unfair distribution. Read the DAWN article to understand the core point of objection. Can’t explain it here in comments.

                • They are not equal. But they are proportionate. Smaller the project, smaller the amount of tax exemption.

                  • When we say ‘proportionate’ the criteria is not project size but the NFC awarding formula which is mutually agreed by all provinces.

                    Federal govt. collects taxes on mutually agreed policies. Distribution should also be done on mutually agreed formula. Just like NFC awards.

          This is a completely false statement. Provinces have complete autonomy to raise their own money and spend on its people. Federal govt is not responsible of the incompetence of the Sindh govt.

          again completely inaccurate statement. The federal pool of taxes is given to provinces based on three criteria .
          82% of the pool is allocated on the basis of population,
          10.2% of the pool is allocated on the basis of poverty and backwardness,
          5% of the pool is allocated on the basis of Revenue collection
          2.7% of the pool is allocated on the basis of inverse population density

          The formula which has been approved by all provinces.

          3) “Karachi being the port city why still doesn’t have a motorway”

          Karachi to Hydrabad motorway is currently under construction. Which will be joined till Multan in the second phase. Also Makran coastal highway has already been constructed from Karachi to Gawadar

          4)Islamabad Lahore a trade route?

          Yes it is a major trade route. This connects Punjab to KPK and north Pakistan

          5) why not Karachi to Lahore which makes sense being the trade route

          Because cost. We don’t have the money to make that. Also feasibility, You can’t connect Karachi and Lahore. You have to connect a lot of cities in between, the cost of Islamabad to Lahore won’t even be 10% of Karachi to Lahore.

          • Thank you for validating my point. Revenue earned in poll is shared among all provinces based on NFC award that is agreed by all Provinces. All provinces collect GST from their people and spend… Yes, Punjab Governments…no matter Chaudhies or Sharifs spend back on public more than what Sind (PPP/MQM), KPK (ANP/PTI) or Balochistan (100% MPAs were ministers in last term)….so its that province problem to spend back or take in Switzerland accounts. Today after 25 years of consistent investment by Punjab Govt (regardless they also looted but much less than other feudallords)….the shape of Punjab and progress of Punjabis is pinching others. I defend Punjab, regardless of my background because it is progressing…and other provinces are getting jealous and beating chest.

    • It is such a shame that people tend to blame and start leg pulling of people/representatives and other cities. Islamabad is the capital of Pakistan and nonethless its just another city of Pakistan like many other.
      is the responsibility of the elected government to start building up cities and spend money wisely.

      Elected governments of Sindh/Karachi hasn’t spend money on any mass transit, sewerage or other major needs of society to be very frank. I am not a fan of any elected government but as a matter of fact … even the very first mass transit project of karachi is funded by Federal government and not the elected government of province.
      Lets not play the blame game. Lets talk about facts. What noticable work has the elected government of Sindh/Karachi/Hyderabad been done since the past 20-25 years ?
      Just compare these with other major cities and you’ll get your answer. We should all open our eyes to where the fact lies and not just blindly support a muhajir/sindhi/punjabi/pakhtoon leader because a person is born one.

    • There have been mistakes all over due to lack of professionalism. Be it Sindh, Punjab, KPK ….
      We need good people. Faisalabad’s industry has been destroyed by the govt policies in Punjab as well and likewise no work is being done in Baluchistan. But the thing is lets say even if Karachi earns 100% and none of the other cities earn a penny would one call for separation of fix the issue ?

      Btw probably 80% is a far cry and not a true number.
      Now lets come to the other point, if Sindh gets a budget of amount X, would you equally distribute it to all the cities of Sindh of spend more on karachi/hyderabad,etc.

      It all comes down to prioritization …. and now … the main thing… we have all around mafaad parast and nothing more ….
      We cant even get that right.

      As of current … each province is trying to put everything on CPEC. We must ask why is this so ?
      Because we lack professionalism and have not build any credible institutions !!!!

      There is much to be done as a nation and if we just do leg pulling we cannot get anywhere.

  • very well done, In my opinion its little late as it should have been conceived and constructed with the widening of kashmir highway project which was completed merely two years ago, but still this is the best metro project which will have real value to common people to commute between airport and other parts of Islamabad, Rawalpindi, Tarnol, Taxila and other surrounding areas.

    I’m a Karachiite, a Muhajir. I never voted for PML-N, PPP, MQM or PTI. Infact, as of now I don’t even have a vote registered in Pakistan. Instead of spreading hate and accusing PML-N or having a federal government of Punjabistan, look at the Sindhi and Karachi political parties. I was (and kind of still am a PTI supporter) until Javed Hashmi fallout and all that drama and hypocrisy. Anyhow, I don’t support PML-N and I hate them, but I have to admit they’ve done a pretty good job throughout the country, as well as corruption. Sharifs are businessmen and wherever they see an opportunity to earn money, they take bribes and in the meanwhile they do ACTUALLY do something good for the people. Most of their projects are actual umbrellas to be able to do mass corruption, but they HAVE done something for the people. They’re in power for less than 5 years so far, the image of Pakistan has changed, and development is an all-time high, of course, alongside the corruption. PPP (Sindhi Party) has actually already completed their 5 year tenure, and what did they do? NO BODY STOPPED THEM TO MAKE A FEDERAL GOVERNMENT OF SINDHISTAN! They couldn’t even get rid of the BHANGI Chief Minister Nakam Ali Shah. They themselves chose to do ALL-CORRUPTION and NO WORK. Why blame Noora for doing something good? PPP & MQM during those 5 years did several patchups and affairs, but didn’t do ANYTHING for the country but corruption, while Showbaz DID ACTUALLY do a lot during those 5 years in Lahore, and Noora is DOING ACTUALLY A LOT throughout Pakistan, while allocating funds to other Provinces, which their respective governments, (Sindh and Balochistan) are only filling their pockets with! No matter what, Noora is the PM of Pakistan, and he is doing at least something, while filling his pockets, and NOT ONLY filling his pockets. Be united as a Pakistani, instead of being Sindhi, Punjabi, Muhajir or Pathan. It’s high time we STAND UP as a UNITED NATION and be a PAKISTANI, before anything else.

    P.S. Understand how tax is collected and spent before commenting without facts. The best and the cleanest city of Pakistan is Islamabad, which has the most development, which last I checked wasn’t in Punjab. After Karachi, Lahore collects more tax than you can imagine. So does the rest of the Punjab. It’s not ALL KARACHI, please wake up before it’s too late and our nation is destroyed due to nationalists.
