PIA Planning to Add 5 Narrow-Body Aircraft to Its Fleet

Pakistan International Airlines (PIA) has published an advertisement, inviting bids for five narrow-body aircraft to add to its fleet. PIA plans to obtain these aircraft for up to 6 years on dry lease.

According to the published advertisement and detailed tender documents available on PIA website, the last date of bidding is July 3, 2018.

PIA will add these aircraft to its fleet no later than December 2018. The aircraft sitting capacity will be more than 150 with both business and economy class onboard passengers.

PIA wishes to lease new narrow-body aircraft and bidding documents says that first priority will be given to new aircraft or ones that are less than five years old.

“In case PIA is not able to find newer aircraft on economically viable price, then older aircraft meeting age requirement of National Aviation Policy will be considered,” bidding documents state.

Talking with ProPakistani, PIA spokesperson Mashood Tajwar told that this bidding process consists of two phases. During the first one, technical evaluations will be completed and secondly, if the bidder fulfills these requirements then financial bidding envelope will be considered.

“PIA demands five narrow-body aircraft but will see how many aircraft PIA can get during the bidding process. It depends on how many bids are submitted and the lease demanded,” Tajwar added.

A source told ProPakistani that PIA will use these aircraft for domestic and low capacity international routes. PIA is willing to lease aircraft from the Airbus A320 or Boeing 737 family. High-quality interior is also a requirement.

This bidding document is divided into four sections:

The first section gives interested parties an overview of the process and explains in detail as to how they should submit their bids and how their bids will be evaluated by PIA.

The second section contains general terms which shall form the basis of the lease agreement between PIA and the successful bidder.

The third section covers the details of PIA’s requirement in terms of the aircraft lease.

The fourth section provides the interested bidders with an overview of PIA’s evaluation process to maintain complete transparency and criteria to determine the best suited offer.

The annexure contained thereafter are the standardized formats on which PIA expects to receive the actual offers from the interested bidders.

Bidders are required to provide the technical details such as aircraft identification, airframe status, airframe maintenance program (A,B and C checks), principal operating weights, fuel data, airworthiness directives status, interior configuration, In-Flight Entertainment (IFE), landing gears, installed engines, APU, wheels and brakes.

PIA staff will physically inspect the aircraft and reconfirm above given details during the inspection. If the aircraft pass in physical inspection, they will be cleared for lease.
