WAPDA Chairman Summoned Over Rs 100 Billion Loss from Tarbela 4 Project

The National Electric Power Regulatory Authority (NEPRA) has issued a show-cause notice to the chairman of Water and Power Development Authority (WAPDA) on Tarbela-4 project. Said project has incurred a loss of Rs. 100 billion on the national exchequer.

As per the sources, NEPRA was not satisfied with the chairman’s explanation on the matter and rejected WAPDA’s reply. It then issued a show-cause notice on this issue.

The notice calls out the chairman and states that WAPDA’s decision of premature inauguration of the Tunnel-4 Project led to a huge financial loss. The notice asks for an explanation from the chairman and the authority and if they fail to satisfy the power regulator, they will face a fine of Rs. 100 million.

Chairman WAPDA is expected to reply to the show-cause notice next week.

Prime Minister Imran Khan had ordered an inquiry for the pre-mature inauguration of Tunnel-4 of Tarbela Dam.

The investigation report found that the date of inauguration was announced without consultation with M(P), CE(O&M), Adviser Projects WAPDA, and the PD T4HPP. Moreover, the date was decided by the WAPDA Chairman instead of being decided at an organizational level.

The report identified a total loss of US$753 million (over Rs. 100 billion) in the execution of the project and these losses occurred because of serious faults resulting from premature inauguration in March 2018.

WAPDA Chairman argues that the investigation report is not based on facts. He said that the inauguration decision was taken as per ‘commercial coordinated schedule’ in June 2017 and was done in agreement with the three stakeholders, consultants, employer, and contractor.
