All Telcos Except Ufone & SCO Fail to Meet PTA’s Call Connection Time Benchmark: Survey

Only Ufone and Special Communications Organization (SCO) are following the call connection benchmark time of 6.5 seconds, said Pakistan Telecommunication Authority (PTA).

After conducting a quarterly quality of service (QoS) survey, PTA has released the results for the 3rd quarter of 2019. The survey was conducted jointly with Cellular Mobile Operators (CMOs) in four cities of Punjab, Khyber Pakhtunkhwa and Gilgit-Baltistan. The names of these cities are Gilgit, Kohat, Skardu, and Khanewal.

According to survey results, only Ufone and SCOM are following the benchmark call connection time of 6.5 seconds. Call connection time is the time between sending of complete call initiation information by the caller and in return receipt of call setup notification. It is the time between dialing a number and hearing the ring-back tone.

However, other cellular mobile operators (CMOs) have met most of the other key performance indicators (KPIs) set in their license and applicable regulations.

The performance of the data services of CMOs has been checked by measuring user data throughput and signal strength KPI. This KPI defines user data rate (internet speed) to be provided by Next Generation Mobile Services (NGMS) operators to mobile users across the coverage areas. The data throughput results of all NGMS licensees of 3G services were found higher than the benchmark value of 256 Kbps.

Signal Strength

This KPI defines Received Signal Code Power (RSCP) for 3G and Reference Signal Receive Power (RSRP) for 4G and denotes the power measured by a receiver on a particular physical communication channel. It is used as an indication of signal strength, as a handover criterion, in downlink power control, and to calculate path loss.

The Signal Strength for NGMS licensees 3G network has been observed greater than -100dBm threshold value. Signal Strength (RSRP) of the 4G network has been observed greater than the -100dBm threshold value.


Voice KPIs

The performance of voice services of CMOs has been checked by measuring network downtime/network accessibility, the grade of service, service accessibility, call connection time, call completion ratio, end-to-end speech quality and session abnormal release rate KPIs.

Network Accessibility

The probability that mobile services are available to an end customer by the display of the network indicator on the mobile equipment network accessibility is converse of the network downtime and its value was found greater than the threshold value of 99% of all the mobile operators.

Grade of Service (GOS)

Grade of service is a probability that the end customer cannot access the mobile services when requested if it is offered by the display of the network indicator on the mobile phone. In simple words, the Grade of Service is network blocking. All mobile operators are meeting the threshold value of Grade of Service.

Service Accessibility

It is the probability that the user can access the desired service. Given network accessibility is a precondition for this phase. All mobile operators are meeting the criteria of service accessibility.

Call Completion Ratio

Call completion ratio is the probability that a service, once obtained, will continue to be provided under given conditions for a given time duration or until deliberately terminated by either caller (A-party) or receiver (B-party). In simple words, this KPI provides information about call drops. All mobile operators are meeting the call completion ratio threshold value of 98%.

End-to-End Speech Quality

End-to-end speech quality is the degree of speech quality that a listener perceives at the terminal/mobile with a talker at the other end. In simple words, it provides information about the clarity of voice. Mean Opinion Score (MOS) of all mobile operators was found above the threshold value of 3.


The performance of SMS services of CMOs has been checked by measuring SMS success rate and end-to-end SMS delivery time KPIs.

SMS Success Rate

The SMS success rate is the probability that the short message is delivered successfully end-to-end when requested and display of the relevant information on the mobile phone.

It provides information about the successful delivery of SMS. The SMS success rate for all CMOs is above the threshold value of 99%.

End-to-End SMS Delivery Time

End-to-end SMS delivery time is the time between sending a short message to a short message center and receiving the very same short message at the intended mobile phone (receiver). It provides average time taken for delivery of the short messages from sender to recipient. All CMOs are meeting the threshold for end-to-end SMS delivery time of 12 seconds.

  • Please compare apples with apples, Ufone and SCOM dont have LTE they are only call duration from 3G to 3G, where as all other Telecos are taking call setup from LTE to 3G

  • Honestly speaking there is not a single valid authority to check and implement Quality guidelines for telcos in Pakistan
    Telcos spends millions on advertisements but they are unable to maintain even 2G coverage.

    • Receiving Signal strength is calculated in dBm as standard. It can also convert/calculate into VOLTS. Radio technicians understand and use Wireless signals in dBm for signal receiving mode.
      0dBm = 0.225 volt ; -1dBm = 0.200 volt
      same as -60dBm = 0.225 milli volt which lowest the BEST quality signal (here your Android Mobile phone shows 4 signal bars.)
      You have noticed that there is value in minus (-) sign. It is Logarithmic (Log) value. Minus ( – ) means value is used for below 1, or in decimals (example 0.1, 0.75 etc). If it is in plus (+) it means it is above 1. But signals are usually below 1 (for human safety), so are in -dBm.
      PTA set the standard of -100dBm = 2.25 micro volt (or 0.00000225 volt), which is lowest readable (listenable) signal to Mobile device. Below than this can cause problems, data loss, or wrong interpretation.

      P.S. – transmission (output) signals are calculated in dBw. While Reception (input) signals are calculated in dBm.
      Thing is more complex, but I tried to make it understandable for a common Man.

  • checked again but didn’t find “SPONSORED” word n the article. May be a marketing tactics to get sponsored article from ufone/PTCL.

    despite having this, Ufone has lowest number of subscriber.

    • because pakistan mein har koi Ufone k customers ki tarah jahil nahi hy, Ufone ki etni aoqat nahi jitnay ufone k packages expensive hain, ufone users etnay jahil hain un ko aor companies ka fast 4G aor affordable packages nazar nahi aatay , aor apni haraam ki kamaii haraam ufone py waste kar rahay hain lanat

  • I think Ufone is providing THE best service in Pakistan, Especially in KARACHI area, dont have any problem what so ever since I got my connection in 2003, still using the same number… but before, that RED company, the service is still horrible..
    u guys must remember the Catch Phrase (Get a Life, Get Rid of J… ahmmm ya What Ever)

    • I think ap jaisay jahil aor haraam kamanay wala bhe koi nahi ho ga,, Ufone choootiye k packages etnay expensive hain k halaal kamanay wala afford nahi kar sakta . agar zara se bhe aqal hy tu thori research kar lo baaqi network ki speed kitni fast hy aor packages kitnay sastay hain es expensive chootiya ufone sy, phir bhe jahil pakistani chootiya ufone use kartay hain

  • Ufone’s service is good. Their voice quality is better than all other operators in Pindi/Islamabad region and their LTE is much better than Telenor.
