Civil Rights Activist Files Petition Against Quota System in CSS

A petition was filed in the Sindh High Court (SHC) on Wednesday against the quota system for inductions into the Central Superior Services (CSS) Examination 2021.

Civil rights campaigner, Advocate Tariq Mansoor, stated that the Federal Public Service Commission (FPSC) is conducting the CSS competitive examination 2021 in February next year and that will be conducted under the CSS CE-Rules 2019 which require provincial quotas in the federal services.

However, the period stated in the first proviso of Article 27(1) of the Constitution of Pakistan regarding the reservation of posts for persons belonging to a certain class or area to secure their adequate representation in the service of the country had expired on 13 August 2013. Thus, the quota system violates Articles 27, 25, 9, and 8 of the constitution.

The petitioner further argued that the CSS examinations should be conducted on open merit as the quota system leads to discrimination and division in society and that everyone should be provided equal employment opportunities.

The SHC has issued notices to the establishment division secretary, the Federal Public Service Commission (FPSC) Chairman, the Law and Justice Secretary, and the Deputy Attorney General regarding the petition challenging the quota system for induction into the CSS.
