The Higher Education Commission of Pakistan (HEC) has submitted a proposal to the federal finance ministry for a standardized salary package for vice-chancellors across the country.
The proposal is awaiting final approval from the President of Pakistan. According to the summary, a vice chancellor’s annual salary in the last year of their tenure would reach Rs1,503,152.
The proposed salary structure starts at Rs1,026,675 in the first year, increases to Rs1,129,342 in the second year, rises to Rs1,242,276 in the third year, and reaches Rs1,366,502 in the fourth year.
A letter from HEC Executive Director Ziaul Qayyum states that this salary package will apply to all vice-chancellors, rectors, and heads appointed through search committees under the law.
The package will be effective upon the agreement of the finance division of the respective governments and with approval from the chancellors of public sector universities.
The proposal specifies that house rent and utilities will only be provided if the vice-chancellor, rector, or head does not utilize university-maintained accommodation.
Since the salary package includes all allowances, no additional allowances will be granted.
Budgetary increases by the federal and provincial governments at the start of a fiscal year will not affect this salary package, though the HEC may revise it from time to time. No individual requests for salary package revisions will be considered during a vice chancellor’s tenure, based on the package agreed upon at the time of their appointment.
