The Federal Board of Revenue has suspended another two officers in connection with the issuance of illegal refunds.
The notification reads that FBR has not only made BS 19 officer Saeeda Islam OSD but also suspended BS 18 officer Shiraza Hemeed on the report of the Directorate General Intelligence and Investigation (Inland Revenue) regarding the issuance of illegal refunds.
Saeeda Islam, a BS-19 officer of the Inland Revenue Service, is presently posted as Commissioner-IR (OPS) (Refunds). Regional Tax Office, Lahore (formerly Additional Commissioner-IR, Large. Taxpayers Office, Lahore) is hereby made OSD and placed at the disposal of Admin Pool, Federal Board of Revenue (Hq), Islamabad (stationed at Lahore), with immediate effect and until further orders.
In another case, On receipt of a report from DG, Directorate General of I & I (IR), Islamabad regarding the issuance of an illegal refund, the Competent Authority i.e Secretary Revenue Division/Chairman, FBR has placed Ms. Shiraza Hameed, a BS-18 officer of Inland Revenue Service, presently posted as Deputy Commissioner-IR, Large Taxpayers Office, Lahore under suspension in the exercise of powers conferred under Rule 5(1) of Civil Servants (Efficiency & Discipline) Rules, 2020, with immediate effect, for 120 days or till further orders, whichever is earlier.
Good actions, all should be taken to task, the most high punishment for a so-called CSS officers is the suspension of made her or him OSD nothing else, if the corruption charges proved then she or he should be removed from service.
The two ladies may not have been suspended for ‘illegally issuing refunds’ but simply for ‘issuing refunds’ because ‘refunds’ hardly exist in the dictionary of FBR. The FBR is always hard-pressed to meet its tax collection targets and since it has failed to net in new tax payers, the other best way is not to refund the refundable tax. Not refunding is not only illegal but also un-Islamic because the refundable amounts do not belong to FBR. I am personally waiting for refund for the last five years but failed to get it. I commend the two ladies for taking the courage for this bold step. If they overstepped their mandate, they are naturally subject to scrutiny.
