WAPDA Files Electricity Theft Case Against Deceased Citizen

The Water and Power Development Authority (WAPDA) has lodged a First Information Report (FIR) for electricity theft against a deceased individual in Tehsil Gambat, Khairpur. The case, filed under the Electricity Act, names Ghulam Rasool, who passed away three years ago, as the accused.

SDO Umar Pathan registered the FIR in collaboration with local police at the Gambat police station. This action has sparked outrage and bewilderment among the local community, raising serious questions about the procedures and motivations behind the filing.

Local citizens have expressed their dismay and frustration over the incident, alleging that SDO Umar Pathan exploits his position to harass residents who refuse to pay bribes. They claim that registering a case against a deceased person is not only a grave error but also indicative of broader issues of corruption and misuse of power within the local WAPDA office.

Residents have called for an investigation into the matter, demanding accountability and transparency from both WAPDA and the police. The incident has also drawn attention to the need for more stringent oversight and checks within the system to prevent such occurrences in the future.

As of now, there has been no official statement from WAPDA or the police addressing the allegations or explaining how the oversight occurred. The lack of response has further fueled public dissatisfaction and calls for action.


  • The electric meter connection must be on the name of deceased, therefore, FIR was logged accordingly.
    NOKs must not have got changed the ownership on connection.

  • Most likely the ownership of electricity was not changed by the successors hence wapda has registered FIR against the owner of the meter.

  • All those who consume millions of free units annually worth billions of rupees at the cost of common man should be considered electricity thieves. They include WAPDA employees, employees of DISCOs and similar others who enjoy this unique facility available nowhere else in the world.

  • Distribution of electricity is not in preview of WAPDA. Secondly, if there is theft of electricity in some house, report will be lodged against the person in whose name electric connection is approved in that house.
