Saudi Arabia Changes Temporary Work Visa Rules for Hajj and Umrah Services

The Saudi Ministry of Human Resources and Social Development announced updates to the regulations governing temporary work visas for Hajj and Umrah services on Tuesday, as reported by the Saudi Press Agency.

These changes, approved by the Saudi Cabinet, aim to provide greater flexibility for the private sector, allowing businesses to better align their visa requirements with labor market demands and contribute to a more attractive work environment.

One key update is the renaming of the seasonal work visa to the “temporary work visa for Hajj and Umrah services” and extending the grace period for these visas from Shaban 15 to the end of Muharram (approximately from February 14 to July 25). The new regulations also expand eligibility for temporary work visas to establishments operating during the Umrah season.

The updated rules set clear timelines for visa-related procedures, improving governance and transparency. Additionally, the ministry emphasized the protection of both employers and employees by requiring signed employment contracts and mandating medical insurance as a prerequisite for visa issuance through Saudi embassies and consulates abroad.

The new regulations also introduce penalties to prevent the misuse of temporary work visas. Businesses will benefit from more flexibility, including the option to extend visas by an additional 90 days, and will no longer need endorsements when issuing temporary visas, simplifying the process.

These amendments will take effect 180 days after their approval, giving businesses time to adapt to the new system while ensuring smooth operations during the Hajj and Umrah seasons.
