Rawalpindi Gears Up for E-Challan System

Starting January 1, 2025, the City Traffic Police (CTP) will implement an e-challan system for traffic violations, leveraging Safe City cameras as the project enters its final phase. These cameras will monitor traffic on major highways, issuing fines to violators’ mobile phones and home addresses.

According to sources in the Safe City Control Room, the initiative in Rawalpindi is modeled after similar projects in Punjab. The system is designed to monitor traffic violations and help identify criminal activities. Cameras have been installed in key areas, including COD Chowk, Liaquat Bagh, Raja Bazaar, Chandni Chowk, Jinnah Park, Faizabad Metro Station, and other major locations, with round-the-clock surveillance and recording already underway.

The Punjab Safe City Authority (PSCA) has set up its control room near Jinnah Park to oversee operations. Traffic violations such as riding motorcycles without front or rear indicators, not wearing helmets, or using non-compliant number plates will now result in fines. Other offenses include driving motorcycles in the fast lane or without proper documentation such as a license or national identity card.

Motorcyclists caught without helmets will face a fine of Rs. 1,500, and those with non-specimen number plates will be fined Rs. 2,000. Minors found riding motorcycles may lead to FIRs against their guardians. Cars involved in overspeeding, wrong-way driving, or failing to use seat belts will also be fined. Additional penalties will apply to vehicles with tinted windows or non-computerized number plates.

The e-challan system is supported by photographic evidence from the cameras, which will reduce disputes over fines. Traffic authorities believe this system will address public grievances about unnecessary fines and ensure transparency. The Safe City project, once fully operational, will extend its coverage to additional traffic violations on major highways, enhancing safety and compliance on the roads.
