A 19-year-old Emirati was fined Dh1,000 after being found guilty of violating public decency laws. The incident occurred in a public parking lot near a café in the Port Rashid area, where the young man left an offensive handwritten note on a woman’s car.
The incident took place on November 10, 2023, when the woman, also Emirati, parked her white Mercedes and entered the café with her husband. About an hour later, her husband discovered the note on the windshield, containing language deemed inappropriate and offensive. He photographed the note and shared it with his wife, who promptly reported the matter to the police.
Authorities swiftly launched an investigation and identified the perpetrator through surveillance footage. The young man, driving a vehicle registered in Abu Dhabi, was contacted by police and later confessed to leaving the note.
During questioning, the defendant claimed he intended the note as a prank, admitting he did not know the car’s owner and had no prior connection to her. He explained that his goal was to provoke a reaction but left the scene before witnessing any response. The defendant expressed regret, acknowledging he had not foreseen the consequences of his actions.
In court, the young man pleaded guilty and provided evidence of reconciliation with the complainant. However, the court stressed that such offenses could not be dismissed even with reconciliation, underscoring the seriousness of the violation.
Citing Federal Law No. 31 of 2021 on crimes and penalties, which addresses breaches of public decency, the court imposed a fine of Dh1,000. The ruling took into account the defendant’s age, remorse, and cooperative behavior, opting for a lenient penalty.
