Punjab Plans 10 Times Higher Fines and 100% Vehicle Tax Hike

The Punjab Police have proposed major amendments to traffic laws, including a tenfold increase in fines for violations based on vehicle type and a 100% hike in annual tax on personal vehicles. A summary has been submitted to the provincial government for approval.

Inspector General of Police Dr. Usman Anwar has suggested the introduction of a Scaling Traffic Fines System (STFS) and a Traffic Violation Point System (TVPS) to curb repeat offenses, particularly by those driving luxury vehicles.

Under the proposal, fines will be increased as follows:

• Luxury Vehicles – 10 times the standard fine
• Public Transport – 5 times the standard fine
• General Citizens (Middle Class) – 2 times the standard fine

Additionally, drivers accumulating more than 29 demerit points in a year may have their licenses suspended for 12 months. Repeat violations will also see fines increase by 5% each time.

The Lahore Chief Traffic Officer (CTO) proposed that the changes align with global traffic enforcement practices, ensuring stricter compliance and reducing accidents. The proposal also argues that current flat-rate fines disproportionately affect low-income individuals while being ineffective against wealthier offenders.

To support enforcement, the Digital Challan System will be updated to track violations effectively. The summary has been moved to the Punjab cabinet for final approval, with authorities expecting it to enhance road safety and improve traffic discipline across the province.
