The Power Division will resubmit its proposal to the Economic Coordination Committee (ECC) to amend Net-Metering Regulations and reduce solar energy buyback rates.
The Cabinet Division has allowed resubmission of this proposal, reported Business Recorder.
The ECC had approved the proposal on March 13, 2025, but the Federal Cabinet deferred it in favor of seeking consultation. With that condition now fulfilled, the Cabinet Division has advised resubmission.
The proposal seeks to cap net-metering contracts at five years and reduce buyback rates from Rs 27 to Rs 10 per unit.
The Power Division reports that net-metering reduced FY24 energy sales by 3.2 billion kWh and caused a Rs. 101 billion burden and a Rs. 0.9/kWh tariff hike for other users.
By FY34, projected reductions of 18.8 billion kWh could add Rs. 545 billion in cost, increasing average tariffs by Rs 3.6/kWh. The IGCEP 2025 includes 8,000 MW of net-metering additions by FY34, which the Division warns may distort least-cost power planning.
Separately, the Power Division has requested World Bank support for a nationwide rooftop solar assessment. The Bank has agreed to assist through the Electricity Distribution and Efficiency Improvement Project (EDEIP).

Why the consumers not the IPPs? This is hypocrisy. Consumers already paying the price for incompetence of power division and all the govts. Cancel and re-audit the IPPs contracts and punish those responsible for the huge losses.
Many people in the government would be jailed if audits are conducted honestly.

Not good those who are paying double taxes both direct and Indirect, being private salaried class can not earn from corruption, rishwat and najaaez Sifarish. Fixed salary. Majority used solar to save from high cost of electricity. if Govt. has decided to destroy this middle class then for sure there will no growth in economy because middle class play pivotal role in economic growth.

Consultation should be made with consumers not random govt committees
To avoid another economic crisis, the buy back rate of solar energy should be rationalized as soon as possible. Presently, the buy back rates for different consumers is different. Where is buy back rate of Rs. 27 appear to be misleading?
The Government has signed contracts with both IPPs and with solar users. Why should it break its contract with its people instead of IPPs. Each contract should be as sacred.
More than buyback rate its the net metering that is more concerning. Previously the exported units during day time were adjusted against the imported units during night time but with this new regulation they are abolishing this net metering thing and as a result each exported unit will result in Rs. 10 etc. credit and the imported units will be billed at the actual tariff so there is going to be very little benefit in installing these green meters.
By resorting to different techniques in order to cover up their own inefficiency they want to punish whoever is doing against their interest. Can anybody ask them how much line losses have been reduced in the last thirty years ? Basically, people who were paying for their electricity bills have switched to solar so the remaining are those who are not paying, simple as that.
