The government is planning to transition from net metering to a net billing system as the capacity of net-metered solar installations has hit 2,500 MW.
This was revealed during a meeting chaired by Federal Minister for Energy Sardar Awais Ahmad Khan Leghari, which was held at the office of the Private Power and Infrastructure Board (PPIB) to discuss the framework change.
The minister clarified that net metering will not be abolished, but rather altered for the sake of grid stability.
Leghari noted that the system has expanded considerably and now requires adjustments. He explained that discussions are ongoing regarding the linking of unit purchases to dynamic energy prices, which would allow for automatic rate adjustments.
The minister said the government has terminated 9,000 MW of costly projects and imposed levies on captive power users, redirecting them to the grid. Since June 2024, a cross-subsidy of Rs. 174 billion has reduced industrial power tariffs by up to 31 percent. Tariffs for other consumer categories have declined by 14 percent to 18 percent.
He said the government currently holds 7,000 MW in surplus capacity, which can be offered to industrial and agricultural consumers at 7 to 7.5 cents per unit without subsidies.
Leghari emphasized that all reforms are part of a comprehensive energy strategy aimed at modernizing the grid, improving system efficiency. Solar electricity production is expected to see some big changes to better manage the grid.


Govt should at least appoint any competent person who know how to utilise the surplus power and shift the coal based plants and terminate IPPs. In coming years there will be a shortfall when more ev charging stations start operating the same casteist laghari will come up even more dumb idea.

Govt should create solar farms and battery backups to supply electricity to poor people not they won’t do it
One of the good option will be just apply grid access charges ( as solar users are using grid as backup storage …exporting in the day and importing at night ) , may be 1 or 2 Rs / kw of solar installed, per month to cover the grid utility , service and capacity charges etc. ( Rs 10,000 per month for a 10 KW solar installed ) and the net metering policy may be reset to original terms of 100% of connected load instead of 150% ( This will fix the over voltage and grid export over loading issue ), while caping max export to grid to 100 units per month per KW solar installed ( 1,000 units max export per month for a 10 KW solar installed , any extra may not be credited …. it will also force people to install their required solar only )……… everything will fall in place……no rocket science …..

Awais Laghari is a liar, he has been dictated to blow this false alarm. Still solar net metering consumers are selling electricity in less than halfbof the price as sold by IPPs. This Govt. has totally failed to deliver.
I think a wholesome view of the energy mix should be taken whereby we should focus more on solar and even IPPS should be converted to solar parks with CSP technologies. Power Generation should be free of politics and should be purely handled by technocrats and political people should be out of this energy game because they have low integrity and vested interests
May ALLAH almight give hadayah to our bureucrates, politicians and technocrates to work with pious mindset rather to make own power houses for corruptions and black money. People are running from local electricity due to heavy taxes on electricity and increased prices on daily basis which has no justifications.
