Saudi Arabia Introduces Skill-Based Visa Categories for Foreign Workers

Saudi Arabia has introduced a new classification system for expatriate work permits, grouping them into three categories: high-skill, skilled, and basic.

The decision, issued by Minister of Human Resources and Social Development Ahmed Al-Rajhi, aims to improve labor market efficiency and align with the goals of Vision 2030 and the National Transformation Program.

The classification system took effect for existing expatriates on June 18, 2025, with new arrivals falling under the updated structure starting July 1. A guidance manual outlining the full details of the decision has been published on the ministry’s official website.

According to the ministry, this initiative is designed to enhance workforce performance, attract international talent, and transfer global expertise into the Saudi market. It also aims to boost operational efficiency, improve job-role alignment, and support innovation and modern business models.

By grouping work permits based on skill level, authorities hope to strengthen verification processes and ensure that foreign workers meet the qualifications required for their roles.

The move reflects international best practices and is expected to create a more dynamic, transparent, and competitive labor environment in the Kingdom.
