The federal government is getting ready to end the solar net metering system. The Power Division has almost finalized a new solar policy that aims to reshape how renewable energy works in the country.
Sources say the draft of this new policy is nearly complete. It proposes replacing net metering with gross metering. In gross metering, all the electricity produced by solar panels would be sold to the national grid at a set rate, instead of letting consumers offset their own electricity bills.
The draft policy will be sent to the federal cabinet for approval once it gets the green light from the National Electric Power Regulatory Authority (NEPRA).
Much lower buyback rate
According to the proposal, the government plans to set a buyback rate of Rs. 11.33 per unit for the electricity solar users sell to the grid, almost 60 percent less than the current net metering system which pays Rs. 27 per unit. However, people already using net metering will keep their existing rate and will not be affected by the change.
The policy also suggests tying future solar buyback rates to one-third of the regular electricity tariff, making Rs. 11.33 the baseline. The government wants to add up to 8,500 megawatts of solar power to the grid under the new plan.
Officials argue that the net metering system has created heavy financial pressure on other electricity users, costing around Rs. 159 billion overall. Of this, Rs. 103 billion comes from having to pay higher prices for solar electricity. The Power Division believes switching to gross metering will help share costs more fairly among all consumers.

Capacity payments for which the Government and Bureaucracy (collectively – the system since no one wants to be held accountable) allowed for the merciless energy contracts that the middle class will have to bear for breathing the air in this country for the rest of their miserable lives!

Yup. A Govt full of clowns always thinks like that. Solar users don’t make up even 1% of electricity generation. But, since nothing is going to MNAs and ministers from this, thus, it is being felt like a nail between the legs on the rear bottom side.

This is another disastrous decision. Anyone who have invested 1 to 2 million in solar plant for net metering can invest further 3 to 5 lakhs in batteries to completely get rid of power company, resulting in further losses to the power providing company(s)!!!

Its simple, the generated electricity has no value unless you use it right away or store it for later. That’s why this is difference between peak and off peak because to suddenly generate more power less efficient sources are needed, like oil based generators.
So when extra solar power is generated, but not demanded then it raises grid voltage near your house and increases grid frequency. Both of those are bad.
Gross metering is better than net metering because consumed and generated units are converted to money and money is subtracted from money. This is actually the Sunnah way, buying 1 type of dates and then other person buying the other guys dates rather than just exchanging different types of dates.
The wrong thing is that government is not supporting local Li ion battery manufacturing otherwise with cheap batteries no one would even need to keep the “WAPDA”.
About 30 years ago, govt asked to open dollar accounts to help boost economy.
Govt remained hungry and going on begging.

Those all responsible for contracts with IPPs should be impassioned for life. The only way to come out if this mess. All 3 parties in assembly are involved. Now they must allow solar electricity producers to sell it to others. We have to bring down these all parties and bring up poor honest people into assembly. Don’t sell it vote. If the Govt. reduces the net-metering rates, people will avoid using grid energy by maintaining their own solar & battery setup and will not contribute to the grid.

Govt must not end this policy as it is against the public interest
It means, Go very has nothing interest to facilitate poor nation . They only see the financial pressure on power sectors of Government. In stead, why not to cancel contacts with IPPs to save money and help out power sector. People sitting on top of Government never think about life of an ordinary person..Every knows that Government can reduce financial stress on power sector by cutting facilities of free electricity, fuel . and Gas from all MNA, MPA, Ministers , Government high officials etc. Secondly by stopping purchasing of luxurious vehicles for all departments.
