Audit Uncovers Rs. 13 Billion in Spending Violations By Law Enforcement Agencies

An audit of Interior Ministry agencies for FY2023-24 has uncovered over Rs. 13 billion in alleged procurement irregularities by Pakistan Rangers, Frontier Corps, and Pakistan Coast Guards, involving illegal advance payments, non-compliant contracts, and unauthorized extensions.

Punjab Rangers awarded Rs. 43 million in contracts for socks and vests to firms that failed technical requirements. A Rs. 45 million joggers contract was similarly awarded in violation of rules.

Pakistan Coast Guards paid Rs. 560 million in advance for boats that remained undelivered beyond the July 2024 deadline, violating tender terms.

IGFC KP (North) spent Rs. 7.8 billion on food items using expired contracts with inflated rates, while Rs. 2.3 billion was spent through unauthorized extensions for vegetables, fruits, and rations.

FC South DI Khan made advance payments of Rs. 297 million for joggers, socks, and trousers, but the deliveries were not timely. IGFC South spent another Rs. 61 million on joggers that didn’t meet technical specs—repeating a Rs. 46 million violation from the previous year. Additionally, Rs. 43 million was spent on excess ice without justification.

Rangers Sindh awarded Rs. 73 million in uniform contracts without lab testing. Chiltan Rifles (FC North) hired a private bank for Rs. 1.8 billion in salary disbursements without approval or competitive bidding.

Auditors recommended multiple inquiries for all irregularities at the earliest.
