Govt Eyes Ending Lifetime Bureaucrat Jobs to Replace Them With Real Experts

Prime Minister Shehbaz Sharif has constituted a new committee to refine and finalize proposals aimed at overhauling the country’s civil service structure.

The decision follows the presentation of final reform recommendations by the planning ministry on Thursday, reported Express Tribune.

The Prime Minister reviewed the proposals, which focused on recruitment, training, institutional capacity, specialization, and monetary incentives.

They also discussed whether to retain the current structure of the civil service or adopt a pyramid structure similar to the military’s, where only a small percentage rise to top ranks. According to the planning ministry, 100 percent of military officers reach the rank of Major, but only 5 percent become Major General.

Participants also supported cluster-based recruitment across three streams: general, financial, and information groups.

The prime minister directed that the final set of recommendations be submitted within one month. These should include merit-based recruitment, modern technology integration for capacity building, and citizen-focused reforms to improve public service.

  • Please follow and remove the debris from the bureaucracy who are eating up the country’s resources lifetime, otherwise Pakistan’s debt will go up to the new financial terminology from “trillion” to “billi-trillion” or some other, because currently country’s debt has now touched to trillion of PKR. So, please dont let them eat up more debt.

  • A good step, though long overdue! Government jobs should not be lifetime guarantees without accountability. Many bureaucrats enjoy high salaries, official cars, perks, and pensions — but what does the nation get in return? Poor performance and rising debt. There must be a direct link between compensation and actual delivery.

    Unfortunately, many government employees are seen sitting idle, with even basic queries or complaints taking months — sometimes years — to address. This culture of delay and inefficiency is damaging Pakistan. We urgently need a strong, transparent system powered by digital automation, where every officer is accountable and required to respond within a fixed timeframe. No work, no perks — rewards must match results, not ranks.

    Each officer should be assigned clear yearly deliverables, and those with poor or below-par outcomes should be filtered out. It’s time to stop rewarding inefficiency. The sooner these reforms are implemented, the better it will be for Pakistan’s future.
