The Directorate General of Post Clearance Audit (PCA) has uncovered a large-scale under-invoicing scam in luxury vehicle imports.
Auditors reviewed 1,335 Goods Declarations and found that vehicles were consistently declared at values far below their actual worth. The total declared import value stood at Rs. 670 million, while the actual assessed value was Rs. 7.25 billion.
In one case, a 2023 Toyota Land Cruiser imported from Japan was declared at just Rs. 17,635 despite an actual value of Rs. 10 million. The resulting customs duty and taxes amounted to Rs. 47.2 million, indicating 99.8 percent under-invoicing.
There was a tax shortfall of Rs. 17.5 billion between December 2024 and March 2025, according to an audit report.
The report identified systematic evasion of foreign exchange regulations, as importers failed to provide proof of remittances for vehicle purchases. This suggests widespread use of informal channels.
Auditors also flagged the link between import under-invoicing and asset under-reporting in income tax filings. Despite identifying the discrepancies, customs officials failed to enforce documentation checks, enabling the exploitation of the Faceless Customs Assessment (FCA) system.
The PCA categorised the scheme as a high-risk Trade-Based Money Laundering (TBML) operation, posing serious risks to Pakistan’s financial integrity at a time when the country is under scrutiny by the FATF and the IMF.

This news doesnt surprise me in our beloved Pakistan, what pisses me off is failing to understand why did not FBR procure such landcruisers at this rate rather than buy shitty local made Honda City for the wonderful staff of FBR

You can’t stop this. Close one way they will open another one with better percussion. Only way to do this is by cutting the taxes. Make it 40 to 50 percent only. This way the market will grow. When people start to import new cars instead of those 20 year old garbage this will enforce companies to open official dealerships in Pakistan and it’s also possible that in near future they make plants here to export in asia. . Make this state a tax heaven. Every one will come here . If you only ask for 1 or 2 percent tax every one will give happily.

The scam could not have been possible without active connivance of Customs/FBR officials. The common man is forced to purchase the most expensive locally available motor vehicles and a step ahead imported ones. But, the elite class and its agents-cum-facilitators are free to import luxury vehicles at throw away prices. This is the sorry state of affairs in which in Pakistan is plunged!

Can the scammers be penalized? This type of vehicle is sold and purchased mostly by the affluent ones. Pakistan is hurting.
