Balochistan Approves First-Ever Transgender Policy

The Balochistan cabinet, in its 19th meeting chaired by Chief Minister Mir Sarfaraz Bugti on Friday, approved a series of landmark decisions, including the province’s first-ever Transgender Policy, a Minority Endowment Fund, and new initiatives in health, governance, and infrastructure development.

The meeting reviewed the progress on earlier cabinet decisions and ratified several key reforms aimed at inclusion, welfare, and sustainable growth.

In a historic move, the cabinet gave the green light to Balochistan’s first Transgender Policy, designed to safeguard the rights of the transgender community and promote their social and economic participation. Alongside, it sanctioned the creation of a Minority Endowment Fund to ensure equal opportunities and improved facilities for religious minorities.

To enhance connectivity, the cabinet approved a Provincial Aviation Strategy and a three-year Aviation Development Plan (2025–2027) to upgrade air travel facilities. Members praised the Aviation Directorate for its recent emergency rescue mission, which airlifted three critically injured individuals from Turbat to Karachi.

In governance-related decisions, Sakran and Karbala were elevated to the status of Tehsils, bringing essential services closer to residents. The cabinet also ratified two bills – the Law of Evidence Amendment Bill, moved by MNAs Shazia Marri and Qadir Patel, and the Constitutional Amendment Bill 2024, presented by MNA Riaz Fatyana. Furthermore, a ban was imposed on the publication of hate material on the recommendation of the Home Department to foster social harmony.

The cabinet agreed to bring Technical Education and Vocational Training Institutes (TEVTIs) under the Balochistan Technical Education and Vocational Training Authority (BTEVTA) and approved the establishment of Prince Fahd Hospital in Dalbandin to deliver modern healthcare services. In compliance with a Supreme Court ruling, the original names of Khaliqabad and Shaheed Sikandarabad Districts were restored. The approval of Hospital Waste Management Rules 2025 will ensure safe disposal of medical waste across the province.

On the humanitarian front, the provincial government exempted World Food Programme (WFP) consignments for Afghanistan from development charges. The Social Welfare Department was commended for clearing drug addicts from Sari Nala, while a new committee was formed to recommend further steps.

Other agenda points from departments such as Livestock and Dairy Development, Local Government, Law, Forest, Mines and Minerals, Higher Education, IT, Board of Revenue, Social Welfare, and Communication and Works were discussed, resulting in multiple administrative and development decisions.

Chief Minister Bugti, while addressing the meeting, said the cabinet’s decisions reflect the government’s vision for inclusive development, transparency, and good governance. He stressed that the provincial government is committed to uplifting all segments of society, especially minorities, women, and transgender citizens, while continuing to invest in health, education, and infrastructure to improve public welfare.

“These steps are a reflection of our commitment to sustainable development and the prosperity of Balochistan,” Bugti stated.
