Corruption Scandal Hits Major Education Board

The Balochistan Anti-Corruption Establishment (ACE), under the special directives of Director General Abdul Waheed Kakar, has carried out a major operation against the IT Wing of the Balochistan Board of Intermediate and Secondary Education (BBISE) Quetta, arresting two officials on charges of exam result manipulation and record tampering.

An inquiry revealed evidence of corruption, abuse of authority, and illegal alterations in the results of the 2024 Higher Secondary School Certificate (HSSC) annual and supplementary examinations.

Speaking to Express News, DG Abdul Waheed Kakar said eliminating corruption in the province was a top priority under Chief Minister Mir Sarfraz Bugti’s vision. “Corruption is poison for the education system, and we are determined to root it out at every level. Transparency and accountability will be ensured, and corrupt elements will be brought to justice,” he affirmed.

Investigations, initiated on credible intelligence reports, uncovered that some IT Wing officials were involved in manipulating student records, illegally changing exam scores, altering Detailed Marks Certificates (DMCs), and accessing the IT system without authorization. Clear discrepancies were also found between award lists and issued DMCs, allegedly for financial gain, nepotism, and personal interest.

The inquiry identified System Analyst Muhammad Owais and Computer Programmer Waseem Noor as directly responsible for tampering with computerised records by misusing the “super admin” ID before the official result announcement.

Authorities stated these acts amount to serious corruption under the Balochistan Employees Efficiency and Discipline Act 2011, and are punishable offenses under sections 109, 408, 409, 420, 467, 468, 471 of the Pakistan Penal Code (1860) along with section 5(2) of the Prevention of Corruption Act 1947.

With DG Kakar’s approval, an FIR has been registered against the two accused, who are now in custody, while raids are underway to arrest other suspects.

The DG reiterated that the mission is to eradicate corruption from educational institutions and protect students’ futures, stressing that no form of misconduct will be tolerated. The BBISE administration has pledged full cooperation in the investigation, while the Board Chairman assured affected students that justice will be served. Officials described the operation as a significant step toward cleansing Balochistan’s education sector of corruption.
