The Islamabad Traffic Police has launched a new online E-Learner’s Permit system, allowing citizens to apply for a learner’s driving permit without visiting traffic offices. The initiative is part of efforts to modernize public services and provide greater convenience to the public.
According to officials, applicants can now complete the entire process from home through the official portal. The move is expected to eliminate unnecessary visits to licensing offices and streamline basic procedures.
At the same time, authorities have extended the deadline for obtaining a valid driving license to October 7, 2025. From October 8, strict enforcement will begin. Anyone caught driving without a license after this date will face legal action, including arrest and impoundment of their vehicle.
Here is a step-by-step guide on how to apply for the learner’s driving permit in Islamabad:
Start by clicking “Apply for Learner” on the portal. Register with your name, CNIC, email, and password. Once registered, a new page will open where you will need to enter your personal information.

After selecting the license category, click “Submit Application.” The system will generate a fee slip. The fee can be paid through EasyPaisa and Jazzcash.
Once the fee is paid, the application will be processed, and the learner’s permit will be issued. This initiative is part of Islamabad Police’s efforts to provide easier access to licensing services and reduce the need for in-person visits.
