Lahore Police Launch AI System to Predict and Prevent Crime

The Lahore police have implemented an artificial intelligence (AI)-powered crime prediction system designed to identify potential crime hotspots and forecast criminal activity before it occurs.

Developed by the Punjab Safe Cities Authority (PSCA), the system marks a significant advancement in predictive policing within Pakistan. It analyses three years of FIR data, integrates Safe City surveillance feeds, and incorporates real-time field intelligence to help police allocate resources more strategically across the city.

Officials described the AI system as a “strategic multiplier” that enhances current policing strategies, which have already contributed to a substantial reduction in crime.

During a high-level review meeting on the new AI-based model, participants examined data from the Lahore Police Operations Wing. According to official figures, property-related crimes in the city decreased by 77 percent between 2023 and 2025 — one of the sharpest declines in urban crime in Pakistan. Police records show 80,827 property cases were registered in 2023, dropping to 45,865 in 2024 and further down to 18,558 by September 2025.

Officials noted that this downward trend was consistent across all divisions, reflecting the success of targeted operations, community outreach, and enhanced accountability within the police force.

Significant Crime Reduction

Statistics for September 2025 revealed remarkable progress compared to previous years. Total reported crimes decreased from 6,941 cases in September 2023 to 3,146 in 2024 and just 1,279 in 2025 — an 82 percent reduction over two years.

Specific categories showed steep declines as well:

  • Robberies dropped by 91%
  • Snatching incidents decreased by 89%
  • Motorcycle theft fell by 74%
  • Burglaries declined by 63%
  • Serious crimes such as dacoity and robbery-cum-murder also dropped by 50% and 67%, respectively.

Emergency call data reflected a similar trend. Crime-related calls to Helpline 15 fell from 76,710 during the first nine months of 2023 to 51,352 in 2024 and further to 34,360 in 2025 — a 55 percent decline. Reports of robbery, snatching, and motorcycle theft decreased by 66%, 61%, and 53%, respectively, signalling both a fall in incidents and increased public confidence.

Predictive Policing Approach

DIG Operations Faisal Kamran told the meeting that the new AI-driven system would strengthen the police’s shift from reactive to preventive policing.

“We are leveraging artificial intelligence to forecast crime trends and pinpoint vulnerable areas before incidents occur,” he explained. “This innovation, aligned with the vision of Punjab Chief Minister Maryam Nawaz and Inspector General of Police Dr. Usman Anwar, will complement our field intelligence, community policing, and patrol systems that have already proven effective in reducing crime across Lahore.”

The DIG credited the city’s improved safety to data-based operations, Safe City integration, divisional accountability, and field intelligence-led policing. Continuous crackdowns on repeat offenders, better resource deployment, and stronger citizen engagement have all contributed to this success.

Officials emphasised that the AI initiative is intended to enhance, not replace, human policing — providing data-driven insights to optimise decision-making, patrol planning, and response precision.

Currently, the predictive model is being fine-tuned using historical FIR records. Once fully operational, it will generate predictive maps to guide patrol deployment and rapid response across the provincial capital.
