The proposed 27th Amendment to the Constitution of Pakistan 1973, if passed, would introduce significant changes to the structure of the country’s military leadership and grant lifetime privileges to officers promoted to the rank of Field Marshal, Marshal of the Air Force, or Admiral of the Fleet.
Under the proposed amendment, Article 243 of the Constitution would be updated to allow the President, on the advice of the Prime Minister, to appoint the Chief of the Army Staff (who would also serve as Chief of the Defense Forces), the Chief of the Naval Staff, and the Chief of the Air Staff, along with the authority to determine their salaries and allowances.
A key feature of the amendment is the abolition of the office of the Chairman of the Joint Chiefs of Staff Committee, effective November 27, 2025, which shifts responsibilities and centralizes authority within the Army Chief’s office.
The amendment also outlines the appointment process for the Commander of the National Strategic Command, who would be selected from the Pakistan Army on the recommendation of the Chief of the Army Staff.
Most notably, the amendment specifies that any officer promoted to the rank of Field Marshal, Marshal of the Air Force, or Admiral of the Fleet will retain their rank and privileges for life and will remain in uniform permanently. These national heroes would only be removed from office under the conditions and procedures outlined in Article 47, ensuring strong protections for these top military positions.
Further provisions state that the privileges, salaries, and allowances of these officers will be determined by the President, on the advice of the Prime Minister, and their post-command responsibilities will be assigned by the federal government in the interest of the State. Additionally, relevant legal protections similar to those applicable to the President under Article 248 would apply to officers holding these lifetime ranks.
The proposed amendment has sparked debate among legal experts and political analysts, with supporters arguing it strengthens national defense leadership, while critics raise concerns about granting lifetime tenure to top military officers.
