The Rawalpindi Development Authority (RDA) on Friday asked the National Accountability Bureau (NAB) and the Federal Investigation Agency (FIA) to place the owners of University Town on the Exit Control List (ECL) amid allegations of large-scale fraud and illegal activities.
Acting on directives from the Secretary of Housing, Urban Development, and Public Health Engineering Department (HUD&PHED), Captain (Retd) Noor-ul-Amin Mengal, RDA, launched strict enforcement measures under the supervision of Director General Kinza Murtaza.
An RDA spokesperson said DG Kinza Murtaza had formally written to the NAB chairman and the FIA Director General, seeking the ECL placement of the owners of University Town (Pvt) Ltd, Aziz Khan and Jameel Khan.
The request follows accusations of fraudulent practices, unauthorized sale and purchase of plots, cheating the public, and non-payment of government dues.
“These violations not only cause financial losses to citizens but also undermine the regulatory framework designed to ensure lawful urban development,” the DG noted.
In parallel, RDA suspended Director Town Planning Samiullah Niazi and Assistant Director Town Planning Shiza Tanveer for failing to curb the illegal activities linked to the housing scheme and for weak enforcement of RDA regulations.
To ensure transparency, the DG also requested that the Commissioner of Rawalpindi appoint an inquiry officer to examine the negligence of officials responsible for oversight of University Town.
The RDA reiterated its commitment to protecting public interest, strengthening internal accountability, and ensuring strict compliance with urban development laws, the spokesperson added.
