The Punjab government has announced a complete ban on Qingqi rickshaws on five model roads in Lahore as part of a broader traffic reform plan approved in a meeting chaired by Chief Minister Maryam Nawaz.
During the briefing, officials said the ban is one of several major reforms introduced under an overhaul of Punjab’s decades-old traffic system. The government highlighted that 20 amendments to the 60-year-old traffic act are being implemented to improve safety, enforcement, and overall traffic management.
The new measures also include strict action against underage driving, with vehicle owners facing up to six months in jail if minors are found behind the wheel. The government reiterated that no exceptions will be made for official vehicles, which will also face heavy fines for violations.
Authorities have received instructions to enforce a crackdown on passengers riding on bus rooftops across Punjab. Marriage halls have been warned that they must provide proper parking facilities or face restrictions.
Chief Minister Maryam Nawaz said Lahore and other cities must see immediate improvements in traffic discipline. She added that traffic police have been given a final chance to deliver results, warning that failure to do so may lead to restructuring of the department.

Is this a law or an ordinance? It appears to be an ordinance. If that is the case, it raises a question about the necessity and role of the Assembly. If most matters are handled through ordinances, then the resources spent on maintaining the Assembly could instead be redirected toward reducing the tax burden on the people of Punjab.
