T-Chowk Flyover’s Cost Likely to Increase by 15 Percent

The cost of the T-Chowk flyover project may rise by 15 percent, similar to the increase recently applied to the Shaheen Chowk underpass project, Dawn reported.

Both major infrastructure schemes are being carried out by the Capital Development Authority (CDA) and are close to completion. The 1.1-kilometer T-Chowk flyover, valued at Rs. 1.4 billion, sits at the junction of G.T. Road and the Islamabad Expressway and is designed to ease traffic coming from Lahore.

Officials say the project has reached nearly 90 percent completion, with final asphalt work now in progress.

Sources told Dawn that the cost will likely increase by 15 percent due to additional work. Under PPRA rules, such an increase is allowed without issuing a new tender, though officials note that projects sometimes conclude with savings instead.

Prime Minister Shehbaz Sharif inaugurated construction of the T-Chowk flyover on September 12, setting a completion timeline of 150 days. CDA expects to finish it well before the official February 18, 2026 deadline.

Meanwhile, the Shaheen Chowk underpass project — worth Rs. 1.3 billion — recently saw a similar 15 percent increase after design changes expanded the underpass barrel’s length. Both projects are being executed by a joint venture of two construction firms.

A CDA spokesperson told Dawn that it is “too early” to determine whether the T-Chowk project will exceed its cost, adding that current work and expenditures remain within the approved scope.
