The National Electric Power Regulatory Authority has released draft regulations proposing major changes to the solar net metering system, including lower payments, smaller system sizes and shorter contracts, and has invited public feedback within 30 days.
The draft Prosumer Regulations, 2025, will replace the existing net metering rules introduced in 2015. Nepra said the changes are aimed at protecting the power system while still allowing consumers to use solar energy to reduce their electricity bills.
Under the proposed rules, consumers will no longer be allowed to install solar systems larger than their approved electricity load. This means a consumer with a 10-kilowatt load will only be allowed to install a 10-kilowatt solar system. At present, consumers are allowed to install solar systems up to one and a half times their approved load.
Existing net metering consumers will not be affected immediately. They will continue under the current rules until their seven-year contracts expire. After that, the new rules will apply.
Nepra has also proposed reducing the contract period for new net metering connections to five years instead of seven. Any extension beyond five years will depend on mutual agreement between the consumer and the power distribution company.
Another major change is a sharp cut in the rate paid for excess electricity supplied to the grid. Under the draft, consumers will be paid the National Average Energy Purchase Price, estimated at around Rs. 13 per unit, compared to the current rate of about Rs. 26 per unit.

Nepra recently said that high electricity prices, taxes, and surcharges have pushed many consumers towards solar power. The regulator noted that grid-connected solar capacity has crossed 6,000 megawatts, while total solar capacity in the country has exceeded 13,000 megawatts.
The draft regulations also place limits at the local level. Distribution companies will not accept new net metering applications if solar generation connected to a transformer reaches 80 percent of its capacity, citing safety and system stability concerns.
For larger solar systems of 250 kilowatts or more, applicants will be required to submit technical studies to ensure the grid can handle the additional load. Power companies will have set timelines to review applications, issue cost estimates, and complete connections. Nepra said the proposed changes are meant to keep the electricity system stable while allowing people to benefit from solar power.
Public comments have been invited before the draft rules are finalized.

In our country this is the way Government works. The distribution companies get benefitted from this excess power in terms of reduced line losses (the imported power units are mostly consumed by their consumers connected to same grid). They are getting cheap power & selling at higher tariff. While determining new rate @ Rs 11 per unit as the new purchase price, has NEPRA considered ROI on investment made by the “Prosumer” on installation of the system?
All descos must cut down human recourse. Starting from top. In a desco superdent and and lineman’s are the only category who are taking care of the lines and transformers above them are just sitting in office taking huge salaries and benefits. Secondly gov of Pakistan must audit independently from a third party of all descos. And lastly upgrade all system gradually.

Before any change in net metering rules, NEPRA and Power Division must substantiate these changes with the end outcome of these changes in terms of: 1) net reduction in rate per unit to grid users by their user type, 2) net reduction in capacity payments, 3) make public all the subsidies and discounted rates of all types which are being given to any type of power users by type and by geography, 4) Quantify increase in line losses including line theft if solar units are replaced by grid units.
Change in net metering rules should be the last resort and used only after exhausting all other options as solar prousers feel that PD is not taking bigger corrective actions like privatizing DISCOs and fixing distribution loopholes. They find changing net metering rules easy as their is no unified voice of solar prousers.
Like all government institutions, who just sit and watch citizens invest. When they have government wakes up and starts to blame them for their own mistakes. Instead of appreciating that citizens helped green revolution they are being sorted out.

Actually this solar system policy is only to loot wapda and govt. In summer mostly people uses their own electricity. But in winter usagecomes very low if somebody uses 600 units in summer, during winter it come less than 100.all other electricity is delivered to discos. What they will do this electricity because there own electricity is extra from consumption. All over the world people getting electricity from solar are not paid.

Solar net metering system is little complicated. NEPRA draft is research based (i think). They buy and sell electricity, assess grid capacity, assess electricity purchase price, and so on. The draft is addressing multiple issues and asking for public comments. i think NEPRA should provide *data driven reasons* why they want changes in the current net metering system. for example why consumers will be paid the National Average Energy Purchase Price, estimated at around Rs. 13 per unit, compared to the current rate of about Rs. 26 per unit…..

Parameters should be favourable to support the adoption of green energy. Our grid upgradation is the need of time and also ESS is a right way.
It will not help Discos to overcome their losses and will definitely increase circular debt as many consumers will opt for Off Grid Solar systems with falling Lithium Battery prices.
As stated in this news present Off Grid is already more than double the On Grid installations.
The only solution to discourage solar is reduced electricity bills.

The era of vultures continously eying the poor masses of Pakistan is about to end. Insha Allah, very soon new batteries with extensive deep charging capabilities would be storming the market. WAPDA, NEPRA & Sui gas companies will fade just like Govt Bus Service which used to run red buses in Punjab & light blue buses in NWFP.

If Pakistan’s energy crisis is truly about financial losses, then the solution is obvious: stop bleeding money through IPP capacity payments, not by punishing citizens who invested their own savings into clean energy.
Billions of rupees are paid to IPPs every year whether electricity is produced or not, under dollar-indexed contracts negotiated behind closed doors.
Yet when ordinary citizens reduce grid burden, cut fuel imports, and stabilize demand through solar, they are labeled a “problem”.
Slashing the net-metering buyback rate, limiting system sizes, and shortening contracts is not grid reform —
it is a deliberate attempt to protect IPPs at the cost of the public.
The people who vote for this government are now being crushed under:
excessive taxes
unaffordable electricity bills
and policy decisions made to safeguard elite interests
Meanwhile, bureaucrats and decision-makers remain insulated, drawing salaries and benefits funded by the same over-taxed public.
If NEPRA and the government are serious about reform, then:
renegotiate IPP contracts
eliminate unjustified capacity payments
stop dollar-indexed liabilities
and withdraw this anti-solar policy immediately

We get 6 hours load shedding due to the kunda system of K electric management. We on the other hand are legal star paying customers. Nepra should look for ways and means to punish the corrupt officials rather than subject heart patients like me to change laws regarding solar system installations. Turning a blind eye to the criminal mismanagement has become norm of my country and countrymen. No one would have installed solar systems if the feeders were managed properly. So unless you remove all involved in electricity theft you will not have proper revenue for K electric. Politics should be kept aside while hiring and firing the staff of all electric distribution companies.

The world is moving towards clean energy in a big way. However, due to wrong policies of our energy and power mix. We are now being constrained to abandon solar Hebert which is badly affecting our economic development. Instead of discussing solarisation the effort should be to further promote it by getting rid of IPPs. In this context, NEPRA’s draft policy shouldn’t be approved by the Govt. If not better, let the present policy on Solar energy e continued at least.

Already people get pissed due to inflation, people can’t afford heavy rates of wapda units, maximum people installed solar on installments to reduce there bills as well as support wapda shortage, instead of thanking and giving credit to customers wapda is charging unit at 3 times higher prices and take units from customer at very lower rates, this is in justice, remember every one who is the part of injustice will face consequences from Allah Almighty here as well as here after. So kindly made that decisions which u can justify in front God. Allah ki makhlooq k liye asaanya paida karo Allah ap k liye asaanya farmaye ga.
