The Punjab Home Department has issued province-wide directives to commissioners, deputy commissioners, and senior police officers to strictly enforce laws banning illegal kite flying, citing serious concerns over public safety and loss of life, a private TV channel reported on Thursday.
In an official circular, the department said the Punjab government remains alarmed by reports of illegal kite flying across various districts and reiterated that kite flying is prohibited throughout the province under the Kite Flying Regulations Bill 2025.
The circular clarified that the Punjab cabinet has approved limited Basant celebrations only in Lahore on February 6, 7, and 8, stressing that kite manufacturing or kite flying before or outside these dates is strictly banned.
The Home Department warned that illegal kite flying poses a grave threat to human life, noting several recent incidents in which pedestrians were injured by sharp kite strings.
It said the protection of human life remains the government’s top priority and that no activity endangering public safety will be tolerated.
While allowing Basant as a cultural activity during Jashn-e-Baharan, the government made it clear that the use of sharp, metallic, or chemically coated kite strings will remain strictly prohibited.
The circular warned that individuals found flying kites or selling kite-related material without permission will face heavy fines and lengthy prison terms under the law.
District authorities were directed to arrest those involved in illegal kite manufacturing, supply, and flying in accordance with the Kite Flying Regulations Bill 2025.
The Home Department also instructed all district administrations to submit compliance reports confirming enforcement of the directives.
